Highlander 1500W Steam Cleaner Mop

Its brand new and I bought it very cheap on ebay ($15) Just cant get it to work??? Its plugged in let it sit for 10 minutes still not hot. so I got it going (with noise) for 10 minutes. Still not even warm. Is it just broken???
